Vuonna 1999 toimintansa aloittanut Työttömyysvakuutusrahasto eli TVR on työmarkkinaosapuolten hallinnoima ja Finanssivalvonna ... n valvoma itsenäinen laitos, jonka päätehtävänä on työttömyysetuuksien rahoittaminen. Työttömyysvakuutusrahasto määrää ja perii työttömyysvakuutusmaksut sekä valvoo työttömyysvakuutusmaksuihin liittyvien velvoitteiden täyttämistä. TVR myös perii työttömyysturvan työnantajan omavastuumaksun ja käsittelee työnantajan koulutuskorvauksia. TVR:n toiminta rahoitetaan työnantajilta ja palkansaajilta perittävillä työttömyysvakuutusmaksuilla sekä sijoitustuotoilla. The Unemployment Insurance Fund (TVR) launched its operations in 1999.
