The Active Measures Working Group was formed in 1981 to counter Soviet disinformation. It was an interagency activity that in ... cluded members of the State Department, DOD, DIA, CIA & FBI. Its mission was to identify and expose Soviet disinformation, which it accomplished using a report, analyze, publish method. Where is the U.S. Active Measures Working Group now? It was disbanded in 1992, and never replaced. Currently there is no credible whole-of-government approach. The U.S. geographic combatant commands, especially U.S. European Command, are working to combat Russian disinformation and propaganda campaigns focused on our North Atlantic Treaty Organization allies. The Network is a group of intelligence professionals of all disciplines formed in 1979 by former counter-intelligence specialists at the CIA, DIA & NSA to initiate a response to a strategic shift placing the United States at a risk it had not faced or even developed an awareness of to analyze and plan a response strategy for within a governmental framework. It consists of current & former intelligence professionals from defense & law enforcement government agencies & private sector firms. It continued a specific focus of intelligence & counter intelligence activities begun in 1961 and ended by 1980. Until December 9, 2017, The Network never publicized it's existence or activities although it has continued to protect and defend the Constitution by providing critical intelligence support in the only way it could be provided without infiltration and disruption. We are peeking out of the shadows enough to initiate a citizen initiative reinstatement of and recruitment for an Active Measures Working Group to provide citizen force multiplication to address the federal and military response force readiness and capabilities weaknesses.
