Policy making and legislative authority are vested in the governing body which consists of a Mayor and six council members all elected on a nonpartisan basis. Council members serve four-year staggered terms, with three council members elected every two years. The Mayor is elected at large to serve a four-year term. The six council members are elected by district. The governing body is responsible for passing ordinances, adopting the budget and appointing the City Manager, Municipal Court Judge and the City Attorney.
